A roadmap to achieve the project objectives

PROJECT MANAGEMENT AND COORDINATION

This WP dealt with effective management and smooth coordination of the project, as well as ensuring compliance with the objectives foreseen and expected results. WP1 also aimed to ensure effective communication and dissemination activities, both at the internal and external levels. As Project Leader, SAFE led WP1 and ran all coordination and management activities, with contributions from all consortium partners.

ACHIEVEMENTS:

  • Under WP1, regular Management Board Meetings have been held, respectively in Soave, Athens, Rotterdam, Murcia, and Hamburg. Furthermore, M&E and quality control tools and financial procedures have been shared with the Consortium and are constantly updated in a Dropbox folder. A mid-term report on all POSEIDON activity has been drafted in mid-April 2024.
  • Visibility materials and a project website were developed in the first months of the project and have been disseminated throughout both internal and external project events.
  • In January 2024 POSEIDON project became an EMPACT Operational Action (7.1), under the umbrella of the High-Risk Criminal Networks Action Plan.

STUDY ON PORTS’ SUPPLY-CHAIN IN EUROPE

WP2 aimed to provide a mapping of EU ports supply-chains structures and processed through the definition of a detailed methodology. Thanks to specific research activities, this WP allowed for the identification of corruption vulnerabilities in the supply chains of ports, including the risks of infiltration into EU Member States economies, as well as good practices to address the corruption threats. A comprehensive study report on ports’ supply chains in Europe and their vulnerabilities was drafted as a primary source for the creation of an EU Port Supply Chain Integrity Standard. This WP has been led by Ecorys, with key contributions from all partners, who were in charge of conducting country case studies, in coordination with the engaged supporting partners.

ACHIEVEMENTS:

  • A detailed methodology for the Study on Ports’ Supply Chain Vulnerabilities to Corruption (D2.1) was drawn up at the beginning of the project.
  • Six study visits to the ports supporting the project (Piraeus, Antwerp-Bruges, Rotterdam, Algeciras, Cartagena and Venice) were implemented.
  • A survey for both vulnerabilities identified and good practices implemented in the port system was created and disseminated.
  • A final Study on ports’ supply chain in Europe and their corruption vulnerabilities was delivered in mid-April.

ASSESSMENT OF TRANSFERABILITY OF IDENTIFIED MECHANISMS

The activities implemented under this WP aimed to support the development of recommendations for EU port supply chain integrity through the analysis of good practices for fighting corruption in EU ports. The results of this WP fed into the creation of an EU Port Supply Chain Integrity Standard and a dedicated Dashboard to enable stakeholders to browse through identified mechanisms and good practices against corruption in ports. Results of WP2 research served as a solid basis on which to build activities of this WP, which has been led by Ecorys.

ACHIEVEMENTS:

  • A detailed methodology for the assessment of transferability of mechanisms and good practices to address corruption vulnerabilities in ports and develop recommendations for an EU standard to increase integrity in port supply chain was developed.
  • The POSEIDON Dashboard  was launched, enabling stakeholders to learn more about the identified practices and the stakeholders and countries that are implementing them in an interactive manner.
  • A set of Recommendations for an EU Port Supply Chain Integrity Standard was drafted based on collection of good practices. It allowed stakeholders to design anticorruption measures tailored to the specific characteristics of their ports.

NETWORKING AND DISSEMINATION

This final WP aimed to support the establishment of a one-of-its-kind EU Public-Private Port Stakeholder Network. The establishment of this Network sought to facilitate regular inter-port dialogue and cooperation, fostering the exchange of good practices and promoting the dissemination of the recommendations on establishing an EU Port Supply Chain Integrity Standard. The Network community was built gradually throughout the life-cycle of the project, also as a result of participation to the cycle of six thematic dialogues between relevant private and public stakeholders of the ports ecosystem that were implemented under the leadership of SAFE.

ACHIEVEMENTS:

  • The “EU Public-Private Port Stakeholder Network” has been established, involving more than 80 members to the network from 16 different countries.
  • Three in-person Thematic Dialogues on private-public partnership, digitalisation and integrity policies, and human smuggling, were organised and implemented. Other three thematic dialogues on water-bed effect, on validation of the POSEIDON Dashboard, and, on cooperation between EU and LATAM countries in fighting corruption in seaports were organised online.
  • Participation in several external events to promote the POSEIDON project and its objectives.
